Grassroots Legislative Update—Dec. 11, 2023

What’s New—Illinois: latest registration numbers; Prefiling of legislation has started in several states;

News of the Day: Biden Administration sells ammo to Israel; CA DOJ CCW applications;

Legislation and local communities

The following states are currently in session: Michigan, Pennsylvania, Massachusetts and Wisconsin.

All the rest have adjourned for 2023.

The following states allow bills from the 2023 session to carry-over to the 2024 session: Alaska, California, Delaware, Georgia, Illinois, Iowa, Kansas, Maine, Massachusetts, Nebraska, New Hampshire, New York, North Carolina, Ohio, Oklahoma; Pennsylvania, South Carolina, Tennessee; Vermont, and Washington

States not in session in 2024: Montana, Nevada, North Dakota, Texas,

Prefiling of legislation is allowed in many states:

Those with no deadlines: Alabama, Connecticut, Tennessee, Wisconsin

Those where prefiling is open as of December 2023: Alabama, Arizona, Florida, Georgia, Indiana, Kentucky, Missouri, New Hampshire, New York, South Carolina, South Dakota, Utah, Virginia and Washington.

Those with prefiling dates in 2024: Alaska, Arkansas, Colorado, Hawaii, New Mexico, Oklahoma

The remaining states are listed as TBD (to be determined)

Illinois: Latest numbers for Illinois’ gun ban registry: With almost 2.5 million FOID cards issued in the state, current endorsement affidavits for assault weapons, assault weapon attachments, .50 caliber rifles, and .50 caliber cartridges as of Dec. 8. All are required to be submitted by January 1, 2024.

         Persons completing a Disclosure: 6,141

         Total Disclosures: 18,457

         Firearms Disclosures:12,086

         Accessory Disclosures:6,254

         Ammunition Disclosures:117

Kentucky: The Interim Joint Committee on Judiciary is meeting on Dec. 11. Although there is no agenda item, Chairman Sen. Whitney Westerfield may be “hearing” a red flag law this month, which has been rebranded under the title “Crisis Aversion and Rights Retention”.

Washington: Prefiling of bills has started. HB1902, develop a permit to purchase scheme requiring all purchasers to register to purchase a firearm with live training prior to purchase. HB1903, slapping a gun owner whose firearm is stolen with a $1,000 fine, plus mandatory 23-hour reporting.

Virginia: With the legislature back under Democrat control two omnibus anti-gun bills, HB2 and SB2, have been prefiled.

News of the Day for Second Amendment supporters:

On Dec. 9 the Biden administration approved sale of ammunition to Israel without Congressional approval. Remember it was a month ago, on Nov. 3, that the Biden Administration stopped the Firearms Industry’s Commercial Export Business.

Primarily for California gun owners—all others take note: Read the last line carefully! The CA DOJ  Posted the following:

”Following the U.S. Supreme Court’s decision in New York State Rifle & Pistol Association, Inc. v. Bruen, the issuance of CCW licenses has increased 51% for new applicants and 26% for renewal applicants. DOJ collects CW license fees pursuant to Penal Code section 26190 and California Code of Regulations, title 11, section 4006. DOJ also collects Live Scan fees pursuant to Penal Code section 11105, subdivision (u. The revenue from these fees is projected as follows:

Expenditures resulting from the implementation of SB 2. Existing program costs are not included in these estimates. DOJ is monitoring its expenditures and revenues and may adjust fees as necessary.
