The 41st annual Gun Rights Policy Conference, scheduled Sept. 25-27 in Dallas at the Westin Dallas Fort Worth Airport hotel is shaping up to be a blockbuster, with some high-profile speakers including keynoter U.S. District Court Judge (Ret.) Roger T. Benitez, and Assistant Attorney General Harmeet Dhillon, who has been taking legal action against government agencies in defense of the Second Amendment.

Also on the program will be Robert Cekada, director of the Bureau of Alcohol, Tobacco, Firearm and Explosives (ATF), Texas congressional candidate Brandon Herrera, attorney William Kirk—president of Washington Gun Law—plus nationally-famous author, self-defense expert and firearms instructor Massad Ayoob, and almost 30 other notable Second Amendment advocates.
Co-sponsored by the Second Amendment Foundation (SAF) and Citizens Committee for the Right to Keep and Bear Arms (CCRKBA), the Gun Rights Policy Conference has become one of the foremost gatherings of gun rights activists and leaders over the past four decades. It has attracted tens of thousands of grassroots activists, and representatives from virtually every major gun rights organization in the country, along with activists from abroad.
Beginning this year, according to a SAF announcement, GRPC registration will include a modest contribution.
The registration fee includes access to all Gun Rights Policy Conference events from September 25–27, 2026, including evening receptions on Friday and Saturday, coffee service during scheduled conference hours and a boxed lunch on Saturday.
Among the other powerhouse scheduled speakers listed on the SAF website, are:
Professor Mark W. Smith, constitutional lawyer and hosts the popular The Four Boxes Diner YouTube Channel, which addresses Second Amendment scholarship, history, and legal issues.
Amy Swearer, Senior Legal Fellow in the Edwin Meese III Center for the Rule of Law at Advancing American Freedom, where she serves as a leading national expert on a wide range of public policy, legal, and constitutional issues, including the right to keep and bear arms.
Kenyon Gleason, president and secretary of the National Association of Sporting Goods Wholesalers (NASGW). He joined NASGW in January of 2015.
Connecticut State Representative Craig C. Fishbein, now serving his fifth term in the legislature. He is the Ranking House Member of the Judiciary Committee, and also serves on the Public Safety & Security Committee, as well as the Regulations Review Committee.
Illinois State Representative Amy Elik, representing the state’s 111th District, having first been elected in 2020.
