Grassroots Legislative Update—Aug. 4, 2025

What’s New—Federal Legislation: H.R. 4676, Modern Firearm Safety Act, has been introduced by Representatives Darrell Issa (R-CA) and Elise Stefanik (R-NY); H.E. 4487, The Gun Safety Incentive Act, has been introduced by three of the most anti-gun Representatives in Congress; Politics: California: Governor Newsome issued the following statement after the US Court of Appeals for the Ninth Circuit struck down California’s ammunition background check system that was initiated in 2016: New York City mayoral race; Giffords and Everytown fundraising over NY shooting; North Carolina: On July 29, the legislature held a veto-override session.

H.R. 4676, Modern Firearm Safety Act, has been introduced by Representatives Darrell Issa (R-CA) and Elise Stefanik (R-NY). Taking a cue from the failed firearms safety legislation in their states, this bill will allow firearms purchases in every state not to be hampered in their purchase of a handgun by an unconstitutional “handgun roster.” Rep. Issa summed it up by saying:

“For decades, the clear Constitutional rights of law-abiding gun owners have been targeted for elimination, and handgun rosters are only one of the cynical schemes used to undermine the Second Amendment through the pretense of firearm safety,”

H.E. 4487, The Gun Safety Incentive Act, has been introduced by three of the most anti-gun Representatives in Congress. This bill would provide a tax credit for people who purchase certified safes and storage devices. In discussing this bill, NSSF reminds us that when government money is included for the DOJ to encourage so-called “best practices,”

“It’s not a far leap from “encouragement” by a federal agency to becoming a “requirement.” The last four years of the Biden administration demonstrated what happens when an antigun administration wields government authority to suppress firearm ownership.

“It’s another example of activists pushing an agenda that would leave law-abiding Americans hindered and unable to access their firearm quickly in time of need while also mandating manufacturers change their packaging labels that would push extra costs on small businesses, manufacturers and sellers. No one needs more laws that make it difficult to lawfully purchase one while criminals continue to obtain their firearms overwhelmingly through theft, the black market and other illicit means.”

Politics

Anti-gun politicians DO NOT CHANGE their positions; they modify and obfuscate

California: Governor Gavin Newsom issued the following statement after the US Court of Appeals for the Ninth Circuit struck down California’s ammunition background check system that was initiated in 2016:

“Strong gun laws save lives – and today’s decision is a slap in the face to the progress California has made in recent years to keep its communities safer from gun violence. Californians voted to require background checks on ammunition, and their voices should matter.”

Remember, no matter how hard the Democrats and other anti-Second Amendment politicians try to hide their dislike for the Second Amendment, they genuinely want to end the private possession of all firearms.

New York City mayoral race:

   Candidate and NY State Senator Mamdani’s pre-2025 comments reflect the height of the “defund the police” movement in 2020, aligning with progressive calls to reduce police budgets and reallocate funds to social services. In December 2020, he said:

“All this misery. All for money. In the last budget, the City Council tried to make the NYPD reduce its overtime budget by half. They simply refused. There is no negotiating with an institution this wicked & corrupt. Defund it. Dismantle it. End the cycle of violence.”

His post-July 31 statements show a strategic pivot, likely in response to the Manhattan shooting and political pressures, as opponents like Mayor Eric Adams and former Governor Andrew Cuomo used his past remarks to question his public safety stance. Mamdani’s current platform, as articulated after the July 28 shooting, has radically changed to maintaining NYPD staffing levels, reducing overtime costs, and redirecting non-violent calls to a new social services agency.

Giffords and Everytown fundraising over NY shooting

According to @2Aupdates on x.com, Giffords.org and Everytown, both anti-Second Amendmentgroups, are now sending out requests for donations after theassassination of New York citizens that included a NY policeman. Giffords writes: “Gun violence threatens Americans every single day. Donate to GIFFORDS Law Center today to help us fight back.”

 Everytown touted its support for a ban on assault weapons:

“Assault weapons have been used in nearly all of the deadliest mass shootings because they can kill as many people as possible, as quickly as possible. That’s why our movement has been pushing for a federal ban on assault weapons—because our lives are on the line. Now’s the time to get loud. Tell your members of Congress that we must ban assault weapons on the federal level.”

State Legislatures

The following states are still in SESSION:

California, Massachusetts, Michigan, Ohio, Pennsylvania, and Wisconsin

With only six states still in session, and California also in recess for July, Second Amendment legislative activity at the state and local level is almost at a standstill..

North Carolina: On July 29, the legislature held a veto-override session. Both the House and the Senate defeated Governor Josh Stein’s veto of H193, allowing volunteers with Right-to-Carry permits to carry on educational property with permission. This law becomes effective Dec. 1. The Senate voted to override the veto of S50, the Freedom to Carry bill. This bill returns to the House for their vote. It will need a 3/5 vote to override.
